Acting Gubri SF Hariyanto: Child Protection Needs Integrated and Sustained Joint Action

UTUSAN RIAU. CO, PEKANBARU - In the midst of increasingly complex social challenges, the Riau Provincial Government insists that child protection cannot be done alone. Protection must be done in an integrated, continuous, and involving all parties.

The commitment was delivered by Acting Governor of Riau SF Hariyanto when discussing the Draft District Regulation on Child Protection in the Riau DPRD Plenary Meeting Room, Monday [22/6/2026].

This Ranperda was prepared to strengthen the child protection system while adapting the policy to the development of regulations and current community needs.

SF Hariyanto stated that the Riau Provincial Government is in line with the general view of the Riau DPRD factions which emphasize the importance of strengthening child protection through a comprehensive approach. 

"Child protection must be strengthened through an integrated and sustainable approach in order to protect children from various forms of violence, discrimination, exploitation, and mistreatment," he said.

He added that the strengthening of complaint services, mentoring, legal aid, safe houses, and victim rehabilitation are the main concerns in the discussion of the Ranperda.

The Ranperda that is being discussed is a refinement of Regulation Number 3 of 2013. The update is done so that the policy remains relevant to the social dynamics and challenges of child protection that continue to grow. 

"Including strengthening the fulfillment of children's rights, child-friendly facilities, children's forums, and protection for vulnerable groups of children," he explained.

SF Hariyanto stressed that the role of the family is very important in efforts to protect children. The strengthening of moral and character education should go hand in hand with the protection policy implemented by the government. Children in vulnerable groups also need special attention to avoid violence and exploitation. 

"Prevention efforts should be a priority so that various problems that threaten children's growth can be minimized from an early age," he said.

New challenges in the digital era are also highlighted. Child protection is now not enough in the family and community environment, but must also include the digital space that has become part of children's daily lives.

"We also support the strengthening of child protection in the digital space, family resilience, as well as synergy across sectors in providing effective and sustainable protection. Child protection must be implemented comprehensively through the fulfillment of children's rights, family and community strengthening, as well as the development of child-worthy districts/cities," he said.

This Ranperda was compiled to strengthen a more comprehensive child protection system, covering the fulfillment of children's rights, special protection, institutional strengthening of services, up to sustainable funding support.

"This Ranperda has been prepared to strengthen a more comprehensive child protection system, including the fulfillment of children's rights, special protection, institutional strengthening of services, as well as sustainable funding support. We hope that this Ranperda can produce regulations that are implementable, responsive, and in the best interests of children as the next generation of regional development," he hoped.

All suggestions and input from the legislature will be used for improvement in the discussion with the special committee. The provincial government will also pay attention to the strengthening of UPT PPA, family digital literacy, Children's Forum participation, financing, supervision, and protection of children in coastal regions, plantations, remote areas, and other vulnerable areas.
